     FROM DIRECTOR'S DESK

Sound investigational practices, elaborate procedures as contained in the Crime Manual and close supervision is singular strength of the Central Bureau ov Investigation. In this context, Chapter 11 of CBI Crime Manual on case diaries and progress reports deserves a revisit by each and every Investigating Officer, Superintendents of Police and also, all the Supervisory Officers.

Para 11.7 of Chapter 11 of Crime Manual makes it mandatory on the part of the Superintendent of Police to go through the case diaries written by the I.O. and record gist of evidence in the running note sheet for proper supervision of investigation. Para 11.11 of Chapter 11 of the Crime Manual gives detailed guidelines of writing of progress report.

Computerisation of investigational efforts has been accorded top priority as part of overall computerization project of our organisation. While software related to investigation is under development, it is my belief that within about one year, the entire investigation and supervision shall be undertake online. This is likely to enhance the overall participation of those involved in the investigation/supervision and make them more accountable. This will not only improve the quality of investigation but also would go a long way to improve transparency and objectivity in our investigational work. All of us should become computer savvy as soon as possible.
