             The prestige, which CBI enjoys as premier investigation agency of the country with public, elected representatives and constitutional courts, has been acquired by dint of hard professional work carried out by rank and file of CBI Officers. It is out bounden duty not only to maintain our professional standards but to improve them on a continuous basis to uphold this trust.

             Expeditious investigation, a prime requirement for any criminal justice system to function effectively, is one of the mainstay of any professional investigation agency. We are often criticized for long winding investigations and delays. I feel that such delays can be avoided if the investigating officers adopt a planned and focused approach and comply with instructions of superior officers in given time frame. Many a times, the investigating officers seize large number of documents, many of which may not be required for evidence to prove the allegations under investigation. A tendency has also been noticed to examine and cite large number of witnesses some of whom may not be very material for proving the prosecution case. This does result in prolonging the investigation and trial. The investigating officers need to pay special attention to these cases.

             Despite the manpower crunch, administrative and legal constraints and ever increasing burden of large number of cases entrusted from various sources, we must continue to put in our best efforts in fighting the menace of corruption. All efforts are being made to empower the investigating and law officers to enable them to discharge their duties effectively and efficiently.

             Diffidence with regard to adoption of technology in our day to day functioning including investigation and trial also, lack of familiarity with practices and procedures of other department under investigation is another area of concern we all need to addressed to.
