  It is my proud privilege to extend a warm welcome to Hon’ble Prime Minister, Hon’ble Minister for Home Affairs, Hon’ble Minister of State for Personnel, other dignatories on the Dais and distinguished guests on behalf of the CBI fraternity and my own behalf.

 

          Today is a historic day for CBI when Foundation Stone of CBI Head Office Building is to be unveiled by Hon’ble Prime Minister. This occasion becomes even more noteworthy as the Government has decided to provide Rs. 134 crores from plan allocation for the CBI Head Office Building.

 

           Sir, today’s ceremony is a great leap forward for CBI.  Over the years, CBI has evolved as our country’s premier investigating agency with high credibility, exemplary professionalism and quiet efficiency through commitment, sincerity, hard work and integrity displayed collectively by the members of the CBI.  However, we in CBI are conscious of our failings as well and shall constantly strive to improve our performance to make CBI less fallible.  We envision CBI as a critical component of good governance, efficient dispensation of justice and through its investigational efforts to uphold the primacy of the rule of law and upholding of human rights.

 

          To carry out this onerous responsibility successfully, we will review our overall functioning; empower investigating and law officers through adoption of latest technologies, training, efficient means of communications, mobility and efficient workspace with the help and support of the Government.  We have to improve upon our professional standards and investigational skills to ensure that investigations are finalised in objective manner and in quickest possible time besides maintaining integrity and quality of investigation as per law and in a transparent manner.  We shall have to identify and define our problem areas and work on them together with the Government to find effective and quick solutions- may be in a Mission mode so that CBI contributes in a meaningful manner to quick justice, good governance and allround development of the country. 

 

          I also take the opportunity to thank Hon’ble Prime Minister and Hon’ble Minister of State for Personnel for approving the CBI proposal for an exclusive CBI Head Office Building and hope that Government shall continue to support CBI in meeting its operational requirements.

 

          I once again extend very warm welcome to you, Hon’ble Prime Minister, Sir.
