Speech of Director, CBI, Shri Vijay Shanker at the launch of five new modernisation projects of CBI at Vigyan Bhawan, New Delhi on 6th August, 2007

Hon'ble Shri Suresh Pachouriji, Shri Satyananda Mishraji and other
distinguished guests and officers of CBI, Chairman NBCC, officials of
Microsoft, esteemed members of press, ladies and gentlemen.

I welcome Hon'ble Shri Suresh Pachouriji, Minister of State for Personnel
and Public Grievances and Shri Satyananda Mishraji, Secretary (Personnel).
I am indeed grateful that Shri Suresh Pachouriji has personally come to
grace this occasion to launch 5 new projects of the CBI.

The five new projects which are being launched today by us is a small
step being taken by us in our endeavour to upgrade our standards to meet
our future challenges. I hope these small steps will set the tone to
reengineer CBI into a modern, state-of-art investigating agency of
international standards.

You would be happy to know that we are going to have our own CBI Head
Office building, which will be coming up at Plot 5-B, CGO Complex, Lodhi
Road, New Delhi. This is going to be an ultra modern building having all
modern facilities high tech gadgets with full access control. All the
branches of the CBI, which are now scattered all over Delhi will be
housed in this building. The scale model of this building will be
unveiled today.

Paperless office is the buzzword in e-governance. We are aware of this.
In order to prepare our officers to take on this challenge we are
launching this online e-computer learning project. This project would
educate our personnel in use of computer to update and upgrade their
knowledge about the latest in the computer technology which is changing
very fast and prepare them for future paperless office of CBI. This
project will be compulsory for all our officers upto the rank of
Sub-Inspector in the executive cadre, upto the level of LDC in
ministerial cadre and all prosecutors computer savvy.

Simultaneously we have already taken up with the government for purchase
of laptop computers and mobile phones for all the I.Os. at an estimated
cost of Rs.11.8 crores. This proposal is pending with the government. I
hope the Hon'ble Minister and the Secretary present here would do the
needful to provide funds and sanction this proposal so that we can prepare
the organization in line with the concept of e-governance.

I am happy to announce here that an in-house team of the CBI Computer
Division has refurbished the old website and come out with a fresh user
friendly website which fits in with all the official requirement and the
requirement of public. An attempt has also been made to have a blog
corner for interaction with CBI to be in line the modern trend in e-world.
This is another small step taken by us to reinvent ourselves to be in
line with the changing environment.

The introduction of new smart I-card for the CBI personnel is yet another
attempt to orient our men towards use of technology and also to prevent
misuse of CBI I-cards by unscrupulous elements. The smart I-card which
we are introducing today, will have a magnetic strip, which would contain
key details about the officer in whose name it has been issued and it
would not be possible for the unscrupulous elements to imitate the same
in any manner. This will enable us to have better access control in our
office and will have large number of futuristic features in PIS (Personal
Information System) to be added in the future.

In order to consolidate the officers and men of CBI through informal
channel we are re-launching our bi-monthly newsletter KUSHAL,
discontinued three years back, as 'CBI News Bulletin'. I am confident
that CBI News Bulletin shall act as an effective sounding board to the
CBI rank and file.

I would also like to assure everyone present here that what you are going
to see is only the beginning. We are also in the process of drafting
afresh our mission statement, vision statement, core values, internal
code of conduct, policy on complainants, witnesses, accused/suspects,
re-looking our welfare measures and community outreach programme with
public perception survey for our own improvement. This will perhaps set
the tone for complete re-engineering of CBI so that by the time CBI moves
into the new building, it would be a new brand CBI of "international
standard".
