It is my proud privilege to extend a warm welcome to Dr. C.Rangarajan, Shri Suresh Pachouri Ji, distinguished dignitaries and esteemed guests on behalf of CBI fraternity and on my own behalf.

2. Today we have gathered to commemorate the Foundation Day of Central Bureau of Investigation and also to pay tributes to Founding Director Late Shri D.P.Kohli. 

3. R.W.Emerson said, "Every great institution is a lengthened shadow of a single man. His character determines the character of the organization". Late Shri D.P.Kohli headed the Delhi Special Police Establishment and founded the Central Bureau of Investigation on April 1, 1963. He remained its Director till 1968. Over the years CBI has evolved as country's Premier Investigating Agency with high credibility, exemplary professionalism and quiet efficiency through commitment, sincerity, hard work and integrity displayed collectively by the members of the CBI. For CBI to achieve this distinction has been possible only due to strong foundation laid by late Shri Kohli for this organization. He gave us our motto -- Industry, Impartiality and Integrity which continues to be the guiding beacon for each and every member of CBI in upholding the primacy of rule of law and contributing its might towards effective dispensation of justice and governmental efforts for good governance.

4. We are fortunate that Dr. C.Rangarajan, a noted Economist, policy maker, distinguished Academician has very kindly consented to deliver the 7th D.P.Kohli Memorial Lecture. I may recall distinguished positions held by Dr. C.Rangarajan and some of the contributions made by him. Dr. Rangarajan was Chairman of Twelfth Finance Commission, Governor of Andhra Pradesh, Governor, Reserve Bank of India, Member Planning Commission and also a Member of Economic Advisory Council to the Prime Minister from 1985 to 1991 which he presides over today as its Chairman. He taught at the Wharton School of Finance & Commerce, The Graduate School of Business Admn., New York University, Indian Institute of Management, Ahmedabad, Indian Statistical Institute, New Delhi, University of Rajasthan and Loyola College, Madras. Dr. Rangarajan has authored several books on various facets of economics. A few of them are -- Short-term Investment Forecasting, Principles of Macroeconomics, Strategy for Industrial Development, Innovations in Banking, Perspectives on Indian Economy and Structural Reforms in Industry, Banking and Finance. Dr. Rangarajan undertook a pioneering study in establishing linkage between Agriculture and Industry in India. He has been one of the main architect of Financial Sector Reforms. During his Governorship of Reserve Bank of India, the institutional environments were altered to make monetary policy a more effective instrument of economic policy. He was also instrumental in bringing a number of changes in credit and finance system both in terms of induction of new instruments and new institutions.

5. I also extend a special welcome to Sri Suresh Pachouri Ji, Hon'ble Minister of State (Personnel) for consenting to preside over this Memorial Lecture.

6. Kind presence of Dy.Chairman, Planning Commission, Chairman Administrative Reforms Commission, National Security Advisor, Cabinet Secretary, Sri G.C.Saxena and one and all of you distinguished dignitaries underscores the tribute that we pay to Late Sri D.P.Kohli today through this Memorial Lecture. Each one of us in CBI is encouraged by your presence.

7. I once again extend very warm welcome to the 7th D.P.Kohli Memorial Lecture on "Economic Growth and issues of Governance" by Dr.C.Rangarajan.
