Address by shri Paramvir Singh, IPS, Additional Director, CBI on the occasion of passing out parade of Sub-Inspector (Cadets) on 21st November, 2007 at CBI Academy, Ghaziabad


Distinguished Guests, Officers and Staff of the CBI Academy and Dear Cadets, Ladies and Gentlemen,


          It is my pleasure to be amidst you on the occasion of this Passing Out Parade of the XIth Batch of Sub-Inspectors. At the outset, let me congratulate you on your successful completion of the 63 week basic training in the Academy. The DIG (Training) Shri Pankaj Saxena has highlighted the training inputs provided to you during the course of your institutional and field training. I am confident that the intensive training inputs imparted to you in the Academy have prepared you well to meet the challenges of your profession.

          Today, all of you would leave the safe environs of this Academy to join your “Karambhoomi” where your deeds will determine your future. You have taken the oath to uphold the tradition and motto of this organization. Let each word of the oath be ingrained in your being for all times to come. This will ensure that you remain on the right path.

          With every passing day, the expectations of the society from CBI are increasing. Our role is expanding continuously. Every single day, we are expected to rise to the occasion and discharge our duties in a highly professional and result oriented manner. While deciding a case, the Hon’ble Supreme Court has observed : “ The little people of this country have high hopes in the CBI, the prime investigating agency which works and gives results.... We cannot right now foresee any substitute for the CBI”. This trust that CBI has earned has not come on a platter. Our officers and men have toiled hard to reach this level of professional excellence and the credibility that CBI enjoys amongst the common populace. From now on, you too would be in a position to contribute to enhance the prestige and credibility of this organization.

          Criminals are getting smarter by the day as they acquire latest techniques and technologies in committing crime. International crime syndicates operate cutting across national boundaries. Corruption is assuming complex and sinister dimensions, with international ramifications. Financial and computer related crimes are on the rise and so is terrorism. It is therefore absolutely necessary that you continuously up-date yourselves in the areas of anti-corruption work, forensic science, cyber forensics, money laundering, high-tech crimes and anti-terrorist work. The learning process should therefore not stop when you leave this Academy. Academy is regularly organizing many courses, which should be made use of to update your knowledge and skills in combating different types of modern crimes. Regular reading habit can not only enhance your awareness about developments in different fields which can have a bearing on your profession but can also lead to upgrading your skills in different areas of functioning. This Academy has imparted you the basic skills and now the onus is on you to improve those skills further on a continuous basis to enable you to meet the challenges of your job squarely.

          All of you have a promising career ahead. The ever expanding role of CBI means more promotional avenues for you in future. However, you have to work hard to achieve them. I do have faith in your capabilities and your commitment. I am sure that each one of you will put in your best efforts and uphold the motto of CBI i.e. Integrity, Industry and Impartiality.

          The CBI is focusing on capacity building, excellence in training/human resources development and modernization. An experienced Consultant in institution building, is conducting a study to identity and define our problem areas in a professional manner. I sincerely hope that this will enable us to create better working conditions and prepare the road map for the CBI of the future, a CBI which is modern, efficient and which can effectively contribute to good governance.

          Remember that your job involves lot of application of mind for understanding complex details, clarifying issues and taking right decisions at every stage of verifications and investigations. You just cannot afford to do anything in a perfunctory manner as it can lead to grave miscarriage of justice. You have to be objective and thorough in whatever you do. Your routine work has to be excellent and your conduct has to be of a high order so that you produce quality work of high professional value which makes an impact. Your work has to be imbued with the values for which CBI stands for. Integrity is at the heart of these values. If you compromise with integrity, you are not a true CBI man. You must embody in yourself the true values of CBI and become a proud member of this great Organization. I extend my best wishes to you in this regard.

          I would like to congratulate Shri Pankaj Saxena, DIG (Trg.) and his team of officers and men who have put in hard work to train the Sub-Inspector Cadets. I also congratulate Shri Saleem Ali, Joint Director (Admn.) for his innovative ideas and constant guidance for the betterment of training activities. I would also like to take this opportunity to congratulate the families of the cadets and thank them for their support. They have all become part of the extended CBI family. I must also not forget to mention that it is the family that gives you the strength to work whole heartedly with perseverance and uprightness. Without their support, this organization will never be able to maintain the commanding heights of professional excellence.

          I once again congratulate you and wish you all the best and success in every sphere of life.
